LEGAL FRAMEWORK & CONTEXT

Italy’s Investor Visa: Evolution and Key Features

Since 2017, Italy has introduced a dedicated visa category aimed at attracting qualified foreign investors to support the country’s economic growth.
Unlike other programs that often favor real estate investments, the Italian model focuses on direct investments in the entrepreneurial ecosystem especially in innovative startups and established companies with the goal of creating jobs and fostering technological research and development.
A significant reform in 2020 made the program even more accessible by halving the minimum investment thresholds: €2 million in government bonds, €1 million in philanthropic initiatives, €500,000 in Italian companies, €250,000 in innovative startups.
These changes have positioned Italy’s Investor Visa as one of the most competitive and flexible options globally.

PROGRAM HIGHLIGHTS

What the Investor Visa Offers

The Italian Investor Visa commonly referred to as the “Golden Visa” is designed for non-EU nationals who have the financial means to invest in Italian businesses. In return, the main applicant, their spouse, and dependents are granted residence permits, allowing them to live, work, and travel freely within Italy without the obligation of becoming a tax resident.

This visa offers a streamlined process, operational flexibility, and relatively low investment thresholds compared to similar programs worldwide. After five years of legal residency, investors can apply for the EU long-term residence permit, at which point they’re also allowed to divest their original investment.

INTERNATIONAL LANDSCAPE & ITALY’S UNIQUE APPROACH

How Italy Stands Out Among Golden Visa Programs

In recent years, residency-by-investment programs have grown in popularity across the globe.
While the core concept remains similar offering residency in exchange for financial investment each country shapes its program differently.
Italy’s program stands out for a few key reasons:

  • It emphasizes real economic impact through direct investment in businesses rather than real estate speculation.
  • The application is submitted directly to the Italian Ministry of Enterprises and Made in Italy, bypassing consular offices, which often face procedural delays.
  • It’s a particularly attractive option for individuals who may not qualify for elective residency visas or digital nomad visas, but still seek legal, long-term residence in Italy.

Beyond the numbers, this visa can be a smart and meaningful pathway for those who dream of building a life in Italy if planned properly and strategically.

INVESTMENT OPTIONS & REQUIREMENTS

What Qualifies for the Visa

To apply for the Investor Visa, one of the following four qualifying investments must be made:

  1. €2 million in Italian government bonds

  2. €1 million in philanthropic donations supporting public interest initiatives (e.g., research, education, cultural preservation)

  3. €500,000 in shares of an Italian company

  4. €250,000 in an innovative startup

Equity investments (in companies or startups) are often the most practical route, offering flexibility and growth potential.
The investment must be maintained throughout the visa’s validity.
The initial visa is valid for two years, and may be extended for an additional three years.
After five years, applicants are eligible for the EU long-term residence permit with the option to liquidate the investment.

APPLICATION PROCESS & TIMELINES

Step-by-Step Overview

There is no quota system for the Investor Visa, so applications can be submitted at any time.

Step 1: Nulla Osta (Pre-approval)
Applicants must first obtain a Nulla Osta (certificate of no impediment) via the Ministry’s online portal. Approval is typically issued within 30 days.

Step 2: Visa Application
Once the Nulla Osta is granted, the applicant has six months to apply for the visa at their local Italian consulate.

Step 3: Entry & Residence Permit
Upon arrival in Italy, the applicant must apply for the Investor Residence Permit at the local immigration office (Questura) within eight days. The permit is valid for two years from the date of entry.
